Why Only a Few Organisations Are Getting Real Value From AI

The Operating Model Is the Answer: Why AI Value Depends on How You Are Organised, Not What You Have Deployed

The history of major technology transitions teaches the same lesson repeatedly: the technology itself rarely delivers on its potential. Value flows when organisations redesign how they work around the new capability. AI is following the same pattern. 

The organisations generating meaningful, measurable returns from AI investment are not simply those with access to better models or larger budgets. They are those that have made deliberate choices about how work is organised, how decisions are made, how talent is developed, and how performance is rewarded. The technology is table stakes. The operating model is the differentiator.

Three Horizons, One Clear Pattern

Research surveying more than 700 executives across industries and geographies identifies three levels of AI maturity: organisations where AI assists individual employees with existing tasks; those where AI automates cross-functional workflows at scale; and those that have fundamentally reimagined how work gets done by redesigning roles, processes, and operating model around AI’s full potential. 

Only a small fraction of organisations currently operate at the third level. But those that do are dramatically more likely to report meaningful enterprise value from AI than those at earlier stages. Nearly half of the most advanced organisations report material impact across revenue, cost, and employee and customer outcomes. Among the least mature, the figure is closer to one in eight.

The advantage of the most advanced group does not come from a single superior choice. It comes from configuring multiple operating model elements to reinforce each other: organising cross-functional teams around end-to-end value creation rather than functional hierarchies; adopting governance that can reallocate resources quickly as evidence changes; standardising workflows to support AI oversight and human accountability; building talent strategies around skills rather than static job descriptions; and setting incentives that reward collective outcomes alongside individual performance.

Speed and Clarity Are the Outcomes That Matter Most

The operating model qualities that most distinguish organisations succeeding with AI are speed and clarity. Speed reflects how quickly insight becomes decision becomes action, and how rapidly resources can be redeployed to emerging opportunities. Clarity reflects how well teams understand strategic priorities and how directly their work connects to organisational value. 

Both of these qualities are built by design, not by deploying better tools. The most effective organisations are not necessarily the fastest at adopting AI. They are the clearest about what they are trying to achieve with it, and the most deliberate about building the conditions that make it possible.

The AI returns gap is a real and growing competitive divide. It is not primarily a technology gap, a budget gap, or a talent gap. It is an operating model gap. Organisations that treat AI as a tool to be deployed within an existing structure are consistently underperforming those that treat it as a reason to rethink how the structure works.
